Indiana Protection and Advocacy Services wants to hear from families and consumers. They are looking for info about the impact that changes FSSA has made to the waivers has had in a couple of specific areas. Please consider when reading their request that a "decrease in services" could mean not only fewer hours of RHSA but things like being forced to increase the number of roommates, losing transporation, or being placed in a day services program that doesn't actually offer any programming.

The following is the email that IPAS has sent out; please get the word out to everyone, especially consumers!


IPAS has two DD issues under consideration for which we gathering information in order to determine if we can take further action.  Should you get a call that would fit under either of the issues, please let the caller know we are NOT opening cases on the subject at this time, but we would like to speak to them if they would be willing to pass on their information. Please refer directly to Debra J Dial, IPAS Staff Attorney. 800.622.4845, extension 230. Note Ms. Dial will be out of the office next week, returning on the 11th of September.
1.      IPAS is looking for individuals who have experienced actual decreases in waiver services due to the rate changes that occurred in October, 2005.  This could be the DD, support services, or autism waiver.  We will need copies of anything written that supports this decrease (i.e., CCBs, letters from Medicaid or BDDS, letters from providers that decrease or end services from the providers due to changes in the rates, notes from team meetings that reflect what the person actually needs, etc.).  We are not looking for decreases in what providers are being paid.  There must be an actual decrease or cessation of services because of the rate change before you refer a person to us.
2.      IPAS is interested in speaking with anyone calling about the change in waiver case management providers that takes effect today.  As you know, all case managers are now employed by one provider and some folks are getting letters that give only six or so case managers to pick from.  We are interested in hearing from anyone with a complaint about this new system.  Again, any paperwork they can provide would be helpful.
